Why does a Twitter GIF download as MP4?

Because X keeps it as one. When a GIF is uploaded, X converts it to a looping MP4 video and plays that in place of the original file. MP4 files are far smaller than GIFs of the same clip, and they are not limited to the 256 colours per frame a GIF can hold, so they load faster and show less banding.

Run the MP4 through an MP4-to-GIF converter, which most image editors and many free web tools include. Expect the .gif to be larger than the MP4.

Often you do not need to. Messaging apps, slide software and most websites play a short MP4 on a loop, and it looks the same as the GIF you saw on X.

Is it OK to download GIFs from Twitter?
